August 20, 1864, King Kamehameha V proclaims new Constitution
- Authority to proclaim a new Constitution without Legislative approval is authorized by Article 45 of the 1852 Constitution
- Article 45 was removed from the 1864 Constitution thereby preventing any future Monarch from changing the Constitution without Legislative approval
